CIÊNCIA E TECNOLOGIA PARA A AGRICULTURA: UMA ANÁLISE DOS PLANOS DE DESENVOLVIMENTO

Resumo

O trabalho pretende acompanhar, do Plano de Metas ao 3° Plano Nacional de Desenvolvimento, as propostas de políticas direcionadas ao avanço científico e tecnológico da agricultura. Mais precisamente, pretende relacionar tais medidas com as demandas derivadas do crescimento, diversificação e transformação do setor agrícola nesse período. Mostra também como se transita de intenções modernizantes não dotadas de um conjunto de instrumentos adequados, para uma efetiva política de modernização do setor, com importantes implicações científicas e tecnológicas, até a consolidação de uma política de ciência e tecnologia para a agricultura.

SCIENCE AND TECHNOLOGY FOR AGRICULTURE AN ANALYSIS OF THE DEVELOPMENT PLANS

Abstract

This work intends to trace the political proposals directed towards the scientific and technological advancement of agriculture made between the Development Council's Goal Plan and the 3rd. National Development Plan. Precisely, it attempts to relate those measures to the demands derived from the growth, deversification and transformation of the agricultural sector during that period. It also shows the transition from modernizing intentions lacking an adequate set of instruments to an effective modernization policy for the sector, with important scientific and technological implications, culminating with the consolidation of a science and technology policy for agriculture.
