GERAÇÃO E APLICAÇÃO DE BIOTECNOLOGIA NOS PAÍSES EM DESENVOLVIMENTO: O PAPEL DOS CENTROS INTERNACIONAIS DE PESQUISA AGRÍCOLA (CIPAs)

Resumo

Discorre-se sobre a "revolução verde" até a chamada "biorrevolução", analisando-se as questões e opções nas estratégias da biotecnologia, e os recursos, as prioridades e metas da pesquisa nos centros internacionais. Identifica-se a extrema complexidade das várias questões sócio-econômicas relativas ao papel da biotecnologia no desenvolvimento. A complexidade, o número de alternativas possíveis e a rapidez com que surgem novas linhas de pesquisa tornam a previsão ou o prognóstico especulativo, o que faz com que o futuro da biotecnologia não seja predeterminado, e sim moldado pelo jogo de forças sociais nos próximos anos. É hora de os responsáveis pelas definições políticas do setor tomarem consciência das possibilidades dos desafios e das ciladas específicas.

GENERATION AND UTILIZATION OF BIOTECHNOLOGY IN DEVELOPING COUNTRIES: THE ROLE OF THE INTERNATIONAL AGRICULTURAL RESEARCH CENTERS
ABSTRACT
The "green revolution" and the "biorevolution" are reported and analysed as to the questions and options of the biotechnology strategics, the resources, and the priorities and objectives of research within the International centers. The enormous complexity of many socioeconomic subjects related to the role of biotechnology in the development is identified and discussed. The complexity, the amount of possible alternatives and the fast growth of new research lines turn the forecasting or prog-nostic into a matter of speculation, which makes the future of biotechnology not predetermined, but in fact made up by the game of social forces. It's time for the definers of the sector political establishments to get consciousness as to the possibilities of the specific challenges and traps.
