DINÂMICA DO SISTEMA AGRÁRIO E TRANSFORMAÇÕES DA AGRICULTURA FAMILIAR DO MUNICÍPIO DE SANTO ANTÔNIO DAS MISSÕES, RS

Resumo

O trabalho analisa a dinâmica da agricultura do Município de Santo Antônio das Missões, RS, com o objetivo de propor linhas estratégicas para a elaboração de políticas para o seu desenvolvimento. Foi adotado o método Análise-Diagnóstico de Sistemas Agrários como instrumento de pesquisa. Na primeira etapa, foram identificadas e caracterizadas quatro microrregiões agrícolas distintas no meio rural para, em seguida, a partir do estudo da história agrária do município, tornar possível a identificação e caracterização de seis períodos históricos distintos, os quais refletem os principais processos de constituição das categorias sociais dos agricultores e dos sistemas de produção por estes praticados. Como resultado dessa análise histórica, evidenciaram-se 13 tipos de unidades de produção agropecuária (9 familiares e 4 patronais). Ao aprofundar a pesquisa na análise técnico-econômica dos sistemas de produção, uma grande diversidade de situações foi observada, desde a presença de agricultores em franco processo de capitalização até alguns tipos de unidades de produção familiares ameaçadas de exclusão da atividade agropecuária. Por sua vez, a partir da análise de sistemas de produção já existentes no município, constatou-se a possibilidade de um desenvolvimento local mais inclusivo, por meio da promoção da atividade leiteira junto aos agricultores com maiores dificuldades de assegurar sua reprodução social.

AGRARIAN SYSTEM DYNAMICS AND TRANSFORMATIONS OF FAMILY FARMING IN THE CITY OF SANTO ANTONIO DAS MISSÕES, RS

ABSTRACT

This paper describes a study of the agricultural development of the municipal district of Santo Antônio das Missões (Rio Grande do Sul State, Brazil), made by the method Analysis-Diagnosis of Agrarian Systems. The objective was to get subsides for the elaboration of local agricultural development polices, under the social and economic local reality point of view. In the first stage they were identified and characterized four different agricultural rural zones. After, starting from the study of the agrarian history of the municipal district, it was possible to identify and to characterize six different historical periods, which reflect the main processes of constitution of the farmers' social categories and production systems. This historical analysis evidenced thirteen types of units of agricultural production (9 with only familial workers and 4 with familial and contracted workers). A technical and economic analysis of the farm systems had shown a great diversity of situations, from farmers in a fast capitalization process to some farmers threatened with exclusion of the agricultural activity. On the other hand, it was noticed the possibility of a more inclusive local development by the promotion of dairy production systems of the farmers who face difficulties to assuring their social reproduction.
