REFORMA DO ESTADO, MODERNIZAÇÃO INSTITUCIONAL E QUESTÃO AGRÁRIA: OBSERVAÇÕES SOBRE O PROCESSO DE DESCENTRALIZAÇÃO DA POLÍTICA DE ASSENTAMENTOS RURAIS

Resumo

Este artigo comenta a proposta de Barros & Ferreira (1997) e tece considerações sobre o programa de descentralização da política de assentamentos rurais, em processo de implementação pelo governo federal. Inicialmente, esboça-se o contexto político-institucional deste programa, destacando seus fatores limitantes e perspectivas a partir da referência histórica aos órgãos de terra estaduais e federal, às políticas desenvolvidas e à reforma administrativa em curso (reforma do Estado). Num segundo momento, a noção de descentralização é problematizada quanto aos seus significados e dimensões. São resgatadas diversas iniciativas regionais de política agrária, buscando visualizar um conjunto de situações onde foram experimentadas distintas formas de encaminhamento da questão. Finalmente, a relação entre Estado e sociedade civil é analisada, principalmente no que tange à constituição de espaços públicos não estatais.

STATE REFORM, INSTITUTIONAL MODERNIZATION AND AGRARIAN QUESTION:OBSERVATIONS ABOUT THE DECENTRALIZATION PROCESS
OF THE RURAL SETTLEMENT POLICY

ABSTRACT
This paper takes into account the recent study by Barros & Ferreira (1997) in respect to the Brazilian federal government decentralization program for rural settlement policy. Initially, issues of political and institutional context of this program are considered, with relevance to their limitations and perspectives. A historical overview of the government offices for land management, its policies and the administrative reform in process (State reform), are also given. In a second approach the notion of decentralization is analyzed in their meanings and dimensions. Several regional agrarian policies are called to mind in order to show different ways of conducting this complex matter. Finally, the relationship between State and civil society is reviewed regarding aspects concerned on creation of non State public spaces.
