CONCEITO DE SELETIVIDADE DE POLÍTICAS PÚBLICAS E SUA APLICAÇÃO NO CONTEXTO DA POLÍTICA DE EXTENSÃO RURAL NO BRASIL

Resumo

Neste artigo, discute-se conceito de seletividade de políticas públicas no Estado capitalista, trabalhado por Claus Offe, e apresentam-se evidências empíricas desse procedimento seletivo, tomando-se como objeto análise a política de extensão rural no Brasil. Os resultados dão suporte à construção de um modelo teórico interpretativo capaz de explicar a seletividade classista de políticas públicas fundada na antinomia funcional da acumulação capitalista e sua legitimação, que o Estado busca incessantemente conciliar. O modelo aplica-se apenas à análise de políticas estatais cujas agências executivas desempenham, ao mesmo tempo, ações orientadas para a acumulação de capital e sua legitimação social.

THE SELECTIVITY OF PUBLIC POLICIES AND ITS APPLICATION
IN THE CONTEXT OF RURAL EXTENSION IN BRAZIL
ABSTRACT
This article discusses the concept of selectivity of public policies of the capitalist State, developed by Claus Offe, and presents empirical evidence of this selective procedure, taking as its object the policy of rural extension in Brazil.The results support the construction of na interpretative theoretical model able to explain the sectivity by class of public policies founded on the antinomic function of capitalist accumulation and its legitimation, which the State consistently attempts to conciliate. The model is applied only to the analysis of State policies, whose executive agencies carry out, at the same time, actions oriented towards the accumulation of capital and its social legitimation.
