O SISTEMA DE C&T E A "EXPERIÊNCIA VIVIDA" DOS PRODUTORES RURAIS

Resumo

A hipótese deste artigo diz respeito ao hiato existente entre o sistema de C&T e as necessidades tecnológicas locais dos produtores rurais. Como não é problematizado nos estudos, sobre o tema, emprega-se a estratégia de contrastar as características do sistema de C&T, por meio de um inventário tecnológico para a região do Jequitinhonha e Mucuri, com as necessidades tecnológicas diagnosticadas entre os produtores rurais dessa região. Considerando os determinantes dessa situação, identifica-se que os princípios universais científicos não estruturam alternativas tecnológicas para as necessidades locais, e que as alternativas apresentadas para a solução desse hiato podem ser desastrosas para ambos os lados. Como decorrência, destaca-se a importância dos programas e planos para o fortalecimento institucional e para a reorganização das agendas de pesquisa.

THE S&T SYSTEM AND THE FARMER'S EXPERIENCE IN THE REAL WORLD

ABSTRACT
This article discusses the gap hypothesis between the S&T system and the local farmers technological needs. It is shown the contrast between the system based on the universal scientific principles and the local needs determined historically. The used analytical strategy is the technological inventory on the Vale de Jequitinhonha e Mucuri, northeast of the Minas Gerais State, compared with the results of meetings organized to identify the local farmer's needs. The conclusion is that usual alternatives proposed to cover this gap is not sufficient to build strong scientific institution and research programs and neither meet the farmer's technological needs. New roles for research programs and plans must to be introduced.
