POLÍTICA NACIONAL DE RECURSOS HÍDRICOS: ALGUMAS IMPLICAÇÕES PARA A BACIA AMAZÔNICA

Resumo

O gerenciamento dos recursos hídricos da Amazônia impõe-se como uma das condições básicas para definir ações e estratégias integradas de um processo de desenvolvimento sustentável da região. Parte dos componentes desse processo resulta da pesquisa orientada para aumentar o conhecimento da flora regional, a origem e a dinâmica das chuvas que determina parte das características do ciclo hidrológico. Para entender a instabilidade (fragilidade) do equilíbrio é preciso compreender a relação chuvas abundantes - vegetação natural como início de cadeias da maior biodiversidade e do mais importante laboratório natural biotecnológico do mundo. Tais conhecimentos são importantes para aproveitar as oportunidades ali presentes e sustentar o processo de desenvolvimento em novas vantagens competitivas, acrescidas às tradicionais vantagens comparativas. O problema é o de escassez, dispersão e/ou pouca divulgação da informação das águas nesse complexo sistema com efeitos globais. Este trabalho apresenta agregadas de um diagnóstico hidrológico, com destaque para as ações governamentais na área de recursos hídricos, para ampliar o conhecimento dessa realidade a ser gerida. A parte central compreende princípios, critérios e objetivos da Política Nacional de Recursos Hídricos e a necessidade de sua adequação para a implantação em instrumentos como o plano diretor de bacias hidrográficas. O aspecto destacado compreende princípios e instrumentos da política de recursos hídricos sobre os quais orientar-se-ão as ações de um planejamento estratégico para uma gestão integrada. Pelas características do sistema hidrológico, chama-se a atenção para a efetivação de ações e as estratégias compartilhadas entre os países panamazônicos.

NATIONAL POLICY FOR WATER RESOURCES: SOME IMPLICATIONS FOR AMAZON REGION

ABSTRACT
The management of the Amazonian water resources is imposed as a basic principle for the definition of integrated actions and strategies a process for the sustainable development of the region. Some of the components come from research oriented to: increase knowledge of regional flora, the origin and dynamics of the rain that forms the hydrological cycle. To understand the instability (fragility) of this equilibrium mean to know the relationships between abundant rain and natural vegetation initiating the chains of the greatest biodivertsity in the world and natural laboratories dealing wich biotechnology. This knowledge is important to take advantage of current opportunities and sustain the development process with its added new advantages. Problems arise from the shortage, dispersion and/or lack of information on flora, fauna, man and the water of the Amazon complex system with global implications. The aspect higlighted in this synthesis is that of the principles and instruments of the water resource policy which orient integrated management actions. The main part of the paper is made up of the principles, criteria and aims of the National Water Resource Policy and need to adjust its content to such instruments as the development plant for hydrological basins. Data is presented together with a hydrological diagnostic higlighting government actions in water resources in order to broaden knowledge of reality. Due to the characteristics of the hydrological system, the synthesis calls attention for the need to effectivate joint action and strategies of the panamazonian countries.
