O DESAFIO DA ÉTICA AGRÍCOLA

Resumo

As transformações em curso na sociedade, exigem mudanças nos mecanismos de formulação de políticas públicas, inclusive no que se refere à política agrícola. Nesse sentido, propõe-se a introdução da "ética agrícola" como um meio de encontrar sinergias e interações entre a economia agrícola, a sociologia rural e a filosofia moral, dentre outros. O objetivo deste trabalho é identificar os problemas e dilemas éticos dos diferentes componentes da política e das práticas agrícolas. O argumento metodológico, baseou-se no levantamento bibliográfico do atual estado-da-arte acerca das "convergências" e "divergências" entre a ética e os conceitos relativos às instituições e práticas sociais em sua evolução histórica. Entende-se como ética, o quadro de princípios, preceitos e regras de comportamentos implícitos nas leis, ou oriundos da tradição, dos usos e costumes correntes, e dos sistemas educacionais, sob os quais as pessoas devem ser julgadas pelo seu cumprimento. Um dilema ético não tem solução, ao contrário, ele acontece quando uma determinada situação não está plenamente definida no momento atual, e em termos de opções futuras. Além da identificação, alguns dilemas éticos podem ser quantificados. O trabalho conclui, mostrando exemplos de estratégias, onde existe a necessidade de identificar tendências e estabelecer imperativos éticos, que servem de referência ao controle das soluções de mercado e da maximização dos lucros no contexto da desejada mudança social.

THE CHALLENGE OF AGRICULTURAL ETHICS
ABSTRACT
The transformation of the society requires changes of the public policies, including the agricultural policy. As a result, it is important to have "the agricultural ethics" as a mechanism of the synergies and interactions amongst agricultural economy, rural sociology, moral philosophy and other related disciplines. The aim of this paper is to identify the ethical dilemmas and the ethical problems related to the economic or agricultural policy and practices. The methodological approach was based on the actual state of the art of the "converging" and "diverging" tendencies among the ethics and the various social practices and institutions in the historical context. Ethics includes principles, rules and behaviours, which came from the tradition, rules, costumes and the education system. An ethical dilemma has no solution, on the contrary it appears when a thing is neither well defined at present nor offers an optimum alternative option for the future. In addition to the identification, some ethical dilemmas can be quantified as well. The conclusion of this paper is the necessity to maintain the ethical imperatives in the context of the economic and agricultural policy formulation, and in the control of the market solutions in direction to the desired social change.
