SISTEMAS AGRÁRIOS: UMA REVISÃO CONCEITUAL E DE MÉTODOS DE IDENTIFICAÇÃO COMO ESTRATÉGIAS PARA O DELINEAMENTO DE POLÍTICAS PÚBLICAS

Resumo

É feita uma revisão sobre as teorias em sistemas agrários, abordando as temáticas: classificação, definição, a fronteira, a racionalidade e os métodos de tipificação e suas limitações. O trabalho tem um cunho marcadamente assimilativo, sintetizando um tema que se revela hoje, no Brasil, abundante e disperso. São abordados os aspectos multifacetados das explorações agrícolas inseridas nos meios físico, econômico e social; a coexistência de modos de produção diferenciados articulando-se entre si e os comportamentos e estratégias de cada agricultor e/ou grupo de agricultores. O autor conclui que os estudos para a construção de métodos quantitativos que sirvam de instrumentos de análise evoluíram. Entretanto, como um sistema agrário é conformado por variáveis objetivas e subjetivas, e os métodos quantitativos existentes conseguem interpretar somente as primeiras, é necessário a conjugação desses métodos com os conhecimentos teórico e empírico, do investigador, a respeito do espaço rural a ser analisado. Também conclui que a diferença conceitual entre sistema de produção e sistema agrário está na conformação destes. O primeiro é conformado para variáveis objetivas e o segundo, além destas, tem em seu arcabouço conceitual a própria subjetividade/racionalidade do sistema.

AGRARIAN SYSTEMS: A CONCEPTUAL REVISION AND IDENTIFICATION METHODS AS STRATEGIES TO ESTABLISH PUBLIC POLICIES

ABSTRACT
A review of agrarian systems theory made, includes: context, classification, definition, delimitation, rationality, taxonomy and limitations. The paper aggregates and synthesizes a theme that, at present, is widely used and dispersed. It treats various aspects of the agricultural production unit inserted in the different physical, economic and social environments; the coexistence of differentiated forms of production; and the behavior and strategies of each productor or group of productors. The author concludes that the quantitative methodology that served as tools for analysis have evolved. However, since agrarian systems are faced by objective and subjective variables and the existing methodologies are able to identify only the first ones, there is a need to bring this methodology together with theoretical and empiric knowledge and the researcher in relation to rural territory to be analyzed. In addiction, the study concludes that there is conceptual difference between production system and agrarian system. The first one is related to objectives while the second one, in addiction to objective, has in its conceptual context the subjectivity rationality of the system. Additionally, the study concludes that there is a conceptual difference between production system and agrarian system. The first one is conformed for objective variables, while the second one, in addition to objective variables, has in its context framework the subjectivity/rationality of the system.
