AGRICULTURA FAMILIAR EN ARGENTINA: INNOVACIÓN INSTITUCIONAL EN EL INTA

Resumo

La política pública para el sector rural es interpelada en razón de múltiples conflictos e intereses contrapuestos, y su sentido último, así como su sostenibilidad en el tiempo, depende en gran medida del contexto social y político. En Argentina, el período abierto luego de la crisis de 2001-2002 planteó el desafío de construir un modelo de desarrollo con inclusión que recupere el trabajo como factor socializador y el territorio como ámbito privilegiado de intervención. En este sentido, las políticas públicas dirigidas a lo rural debieron dar cuenta de los cambios ocurridos en el contexto social y político, lo que condujo no sólo a recuperar ciertos instrumentos públicos de intervención –abandonados durante el auge de las políticas neoliberales–, sino a reflexionar sobre estas herramientas, para adecuarlas a los desafíos actuales. El presente trabajo toma el caso del Instituto Nacional de Tecnología Agropecuaria (INTA), para analizar las nuevas formas de intervención en investigación y extensión rural, implementadas por el Estado argentino en los últimos años.

FAMILY FARMING IN ARGENTINA: INSTITUTIONAL INNOVATION IN THE NATIONAL INSTITUTE OF AGRICULTURAL TECHNOLOGY (INTA)

ABSTRACT

Public policy for the rural sector is questioned because of many conflicts and interests, and its ultimate meaning, as well as its sustainability over time, largely depends on the social and political context. In Argentina, the period immediately after the crisis of 2001-2002 posed the challenge of creating a development model with social inclusion that recovers work as a socializing factor, and the territory as a privileged area of intervention. In this sense, public policies addressed to the rural sector had to account for changes that occurred in the social and political context, which led not only to recover certain tools of state intervention – which were abandoned during the rise of the neoliberal policies –, but to reflect on these tools to adapt them to current challenges. This paper studied the case of the National Agricultural Technology Institute, in order to analyze the new ways of intervention in rural research and extension, implemented by the Argentinian government in recent years.
