A LINGUAGEM DA POLÍTICA AMBIENTAL: SEMENTES GENETICAMENTE MODIFICADAS E O DISCURSO DA PRECAUÇÃO NO BRASIL

Resumo

O presente trabalho apresenta uma análise do conflito envolvendo a liberação da soja Roundup Ready (RR) no Brasil a partir do que é denominado de linha narrativa da incerteza. O intuito do trabalho é avaliar os recursos e estratégias utilizadas por duas alianças discursivas existentes no conflito para legitimar sua posição na arena política. Na aliança discursiva da liberação (ou discurso da liberação) é possível encontrar o que podemos chamar de abordagem mínima da precaução. Em oposição a ela, está a aliança discursiva da precaução (ou discurso da precaução), que tende a fornecer uma visão diferenciada das questões envolvendo a segurança transgênica. O texto busca mostrar que esses discursos apresentam premissas bastante diferenciadas sobre a ideia de precaução e de questões envolvendo a percepção do risco, estado do conhecimento, medidas preventivas, incerteza científica, ônus da prova e de outros elementos associados a essas dimensões.

THE LANGUAGE OF ENVIRONMENTAL POLICY: GENETICALLY
MODIFIED SEEDS AND THE PRECAUTIONARY DISCUSS IN BRAZIL

ABSTRACT

The paper presents an analysis of the conflict involving the release of Roundup Ready (RR) in Brazil from what is called the 'narrative line of uncertainty'. The aim is to evaluate the resources and strategies used by two opposite discursive alliances envolved in the conflict to legitimize their position in the political arena. In discursive alliance of release (or speech of release) we find what can be called minimal precautionary approach. In opposition to that one there is the alliance of the precautionary discourse (or discourse of precaution), which tends to give a different perspective of the issues involving security transgenic. The text aims to show that these discourses have very different assumptions about the idea of precaution and issues surrounding the perception of risk, state of knowledge, preventive measures, scientific uncertainty, the burden of proof and other elements associated with these dimensions.
